Shots first rang out at about 2:40 p.m. at Congregational Tower (pictured, left), an assisted-living facility at 288 F St. in Chula Vista, according to 10News.
At least three people are confirmed dead, Lt. Gary Wedge of Chula Vista Police told 10News.
One of those victims was a woman in her 50s another was a male of undetermined age, 10News reports. The man and woman were reportedly found in the lobby of the building. No information has been released about the third person. Their names have not yet been released.
One of the victims was the manager of the Tower, according to a witness.
At least one other person suffered a heart attack as a result of the chaos, 10News reported.
Police responded to the scene within five minutes. According to police, officers exchanged fire with the suspect when they first arrived. The suspect fired at least six shots at officers, according to Wedge.
Witnesses told 10News that the suspect would fire and then move.
The shooter is not yet in custody, according to police. Police are trying to determine exactly where the shooter is and where he/she had been shooting from. Police believe the shooter is still in the building, Wedge told 10News.
The gunman is believed to be a white male in his 60s who is thought to have lived in the upper floors of the building, 10News reported.
Police flew overhead in a helicopter and made announcements advising residents of the complex to stay indoors with their doors locked. Police have locked down building residents as well as the surrounding area. They are also asking members of the public to stay out of the area.
The areas blocked off are from 2nd Ave. to 4th Ave. and from E St. to G st.
Police evacuated the building while they searched for the gunman. An evacuation site was set up at the Chula Vista Park and Recreation Gymnasium, located at 385 Parkway, where nurses and crisis counselors were available.
Among those locked down in the neighborhood was Congressman Bob Filner, whose offices are nearby.
"I can see (the tower) from my office," Filner told 10News.
"We're right across the street. They have us all locked inside our building -- clearly it's a tense situation."
Congregational Tower is a 17 story building, the tallest in Chula Vista, with some 103 units, 10News reported.
"There are just so many bad things happening right now," witness Erica Kimball told 10News.
"I don't know why someone would do this."
